Discussion of compensation mechanisms for destroyed housing in Zaporizhzhia

DRC together with the NGO “Strategies and Technologies for Effective Partnership” held a roundtable discussion on “Housing Certificates: Challenges of Obtaining and Using. The case of Zaporizhzhia region”.
The event became a platform for discussing challenges related to obtaining and selling housing certificates in Zaporizhzhia. The event was attended by human rights organizations, representatives of local governments, social protection, notaries, and realtors.
The roundtable discussed the types of compensation for destroyed housing, their features and the role of the state, local authorities, humanitarian organizations and the international community in implementing these mechanisms.
To illustrate the work of the compensation mechanism, a cross-cutting case “Unfulfilled Dream” about the purchase of housing with a housing certificate in Zaporizhzhia region is presented. This case study provoked an active discussion, highlighting the participation of various stakeholders in the process of obtaining and using certificates.
The STEP NGO presented a roadmap for the owner of a housing certificate, which describes in detail all the stages of the housing purchase process and contains useful recommendations for beneficiaries.
Particular attention was paid to the current state of the real estate market in Zaporizhzhia, the nuances of notaries' work when concluding sale and purchase agreements and the specifics of using housing certificates.
The discussion allowed us to develop recommendations for improving the implementation of compensation programs for destroyed housing at both local and national levels.
The event was organized as part of a project funded by the Humanitarian Foundation for Ukraine.
