Obtaining a certificate for the purchase of a new home to replace a destroyed one

Leonid turned to Alla Kononenko, a lawyer from the public organization "MART". He lived all his life in the house of his mother, who died in 2015. The husband did not inherit, and therefore there are no documents confirming the ownership of the house - there is only a will in his name.
The house was located in the village of Yeline, Chernihiv region, but in 2023 it was completely destroyed during border shelling. Due to the lack of housing documents, Leonid could not receive compensation.
A lawyer from the NGO "MART" held a meeting with representatives of the Bureau of Technical Inventory (BTI) in Leonid's interests. Due to constant shelling, it was impossible to go to the location of the house for measurements. However, BTI employees went to the meeting and produced new technical documentation based on existing records from the archive.
The notary accepted these documents for registration of the inheritance, opened the inheritance case and made all inquiries free of charge for Leonid.
Already at the beginning of this year, Leonid received a certificate of the right to inheritance under the will. In addition, the lawyer helped him with filing a notice of destroyed property, as well as an application for compensation - creating a certificate for the purchase of housing.
So far, all the necessary actions have been taken and Leonid received a certificate for the amount of almost UAH 900,000 for the purchase of housing.
Free legal aid in the Chernihiv region is provided by the NGO "MART" in cooperation with the Danish Refugee Council (DRC) thanks to financial support from the Humanitarian Fund for Ukraine.
