Due to the war, Liudmyla was forced to relocate to the city of Kremenchuk. Her home, located in an occupied territory, was destroyed as a result of hostilities. Liudmyla wished to apply for financial compensation from the state but believed the procedure to be overly complicated, requiring numerous documents and physical presence.
After attending an information session hosted by the NGO “Institute of Analytics and Advocacy,” Liudmyla turned to the organization’s lawyer for legal support. He explained that if the property is located in an occupied territory, Liudmyla would be able to exercise her right to compensation only after relevant changes are made to the current legislation of Ukraine. Although the compensation would become available in the future, it is important to take all the necessary steps now.
The lawyer checked whether the property was registered in the State Register of Property Rights. He also helped Liudmyla complete the authorization procedure in the “Diia” application using the Diia.Signature service, verify her data, fill out the relevant form, and successfully submit the notification about the damage or destruction of her housing. In addition, the lawyer explained the possibility of submitting an application to the International Register of Damage (RD4U) under Category A3.1 “Damage or destruction of residential real estate” as an additional mechanism for international protection of property rights. The specialist guided her through the identification process, introduced the structure of the application, and provided a list of required information to include in the submission.
This case illustrates the effectiveness of combining legal assistance with digital tools to ensure access to justice — particularly for vulnerable groups.
