Compensation for hosting internally displaced people

The government has approved an updated procedure for providing compensation for housing and utility expenses incurred while offering free shelter to internally displaced persons (IDPs). The Cabinet of Ministers Decree No. 616 of 27 May 2025, has come into force, officially defining how the state will reimburse those who host IDPs. 

 

What does the state compensate? 

Compensation is provided for: 

  • Consumed housing and utility services (gas, water, electricity, heating). 
  • Purchase of liquefied gas, solid or liquid household stove fuel — in cases where the housing is heated independently. 

This decision applies not only to individuals, but also to: 

  • Educational, healthcare, and social protection institutions. 
  • Enterprises, institutions, and organisations of any form of ownership. 
  • Individual entrepreneurs (FOPs) who temporarily housed IDPs free of charge. 

 

Who is eligible for compensation? 

The following are eligible: 

  • Homeowners who provided free shelter to IDPs; 
  • Institutions and organisations that offered temporary accommodation free of charge; 
  • FOPs who used their own resources to house displaced persons. 

Important: Compensation is not provided if any payment was charged for the accommodation of IDPs. 

 

What are the conditions for receiving compensation? 

  • The individual or organisation must register the fact of hosting IDPs through the local self-government body. 
  • The IDPs must be officially registered as internally displaced persons. 
  • It is necessary to submit a compensation application every month, along with supporting documents (residency report, copies of utility bills, etc.). 

 

How to apply? 

  1. Contact the local self-government body or Administrative Service Center (CNAP) where the IDPs are accommodated. 
  2. Submit: 

1) an application for compensation; 

2) copies of documents confirming the expenses; 

3) a report confirming actual residence of the IDPs. 

3.Applications can also be submitted via your personal account on the Pension Fund portal (make sure you have an electronic signature — learn more here). 

Important: Compensation is granted after the actual provision of housing and based on verified expenses.
