The Ministry of Social Policy, Family and Unity has introduced a winter support programme aimed at assisting socially vulnerable groups during the autumn–winter season of 2025/2026.
A one-time payment of 6,500 UAH will be available to the following categories:
• children under guardianship or custody;
• children with disabilities raised in family-type children's homes or foster families;
• children from low-income households;
• children and persons with disabilities (Group I) among internally displaced persons (IDPs);
• single pensioners receiving a care allowance.
The payment will be provided without requiring additional documents, based on data already available in the Unified Information System of the Social Sphere and the information system of the Pension Fund of Ukraine (as of 18 November 2025).Recipients will receive a notification in the Diia application, where they will be able to confirm or submit their request for assistance.
Those who do not use Diia will need to apply to the territorial branches of the Pension Fund by 17 December 2025.
Funds will be transferred to a special account or a Diia.Card opened in an authorised bank (most commonly Oschadbank). The assistance must be used within 180 days from the date it is credited.
Important! If a person submits several applications under different categories of this programme, they will receive only one payment.
The assistance can be used only in a cashless form for purchasing:
• warm clothing and footwear,
• medicines,
and only in shops and pharmacies connected to the programme (those with the relevant Merchant Category Code or listed on the Pension Fund’s website). Cash withdrawals and transfers to other accounts are prohibited.
A separate component of the programme provides a 1,000 UAH payment to every citizen of Ukraine present on its territory, regardless of age or social status. Applications will be accepted until 24 December 2025, and the programme aims to cover at least 10 million people.
This assistance, already familiar to Ukrainians from last year, allows for a broader list of eligible goods and services, including:
• payment of utility bills,
• contributions to charitable organisations,
• subscriptions to magazines, newspapers and printed publications,
• purchase of books,
• purchase of Ukrainian-made goods, including food products (except alcohol and tobacco), available at Ukrposhta branches,
• purchase of medicines, medical products or auxiliary (medical) devices,
• payment for postal services.
The funds must be used by 30 June 2026.
Important!
1.Pensioners and beneficiaries of all types of state social benefits who receive payments through Ukrposhta will receive this assistance automatically, without needing to apply. The assistance will be credited on the day of their pension or social payment.
2.Anyone unable to apply via Diia may submit an application through Ukrposhta until 24 December inclusive (at a branch or through a postal worker).
3.People with limited mobility who cannot travel to a branch can request a home visit from a postal worker by calling: 0 800 300 545.
