State support for low-income families
The Basic Social Assistance is a pilot programme of state financial support for low-income families that will start in July 2025 and run until July 2027.
Who can receive basic social assistance?
- Starting from 1 July 2025, those who are currently recipients of various types of social assistance (in particular, assistance to low-income families; child benefits for single mothers; benefits for large families; etc.)
- Starting from 1 October 2025, other families that meet means-tested criteria will be able to join the programme.
A family is a group of people who live together, share a common household, and have mutual rights and obligations. A single person is also considereda family.
What is an expected amount of financial assistance?
The basic social assistance per family is calculated specifically for each family.
The formula considers:
- The number of family members and their age;
- Average monthly income.
The basic amount that is used for calculations is UAH 4,500 (100%) and is determined as a percentage for each family member:
An example of a calculation for a family of four people:
The amount of the basic social assistance is defined as the difference between the total amount of the basic amount for each family member and the average monthly total family income:
UAH 14,535 −UAH 7,020 =UAH 7,515
That is, the family in this case can count on financial assistance in the amount of UAH 7,515.
How long is the allowance granted for?
Basic social assistance is assigned to a family and paid to the family's authorised representative for six months with automatic prolongation for the next six months.
How to apply for benefits online using Diia.Signature: step-by-step instructions
What will you need?
Passport details of family members (passport, identification code) are required, as well as the number of the bank account to which pensions, allowances, salaries, etc. are paid.
1.Get a Diia.Signature:
- Download the Diia mobile app to your smartphone;
- Go to the Diia.Signature;
- Click on "Activate Diia.Signature" and complete the verification with a photo identification;
- Create and remember a 5-digit code for signing.
2. Fill in and sign the declaration of intent
For the initial calculation of the basic social benefit, you must fill in a declaration of intent:
- In the Diia mobile application on your smartphone, create a statement of intent;
- Fill in the requested information about your family members;
- Sign the consent to the processing of personal data using Diia.Signature.
💡 Please note: the consent to the processing of personal data will also be sent to all adult family members for signature via Diia.Signature. Please make sure that all adult family members have the Diia app on their smartphones and have activated the Diia.Signature.
3. Get an approximate calculation of the future amount of basic social assistance in the Diia app
4. Sign the application for appointment of the basic social assistance using Diia.Signature
The application for basic social assistance will automatically be sent to the Diia app along with an approximate calculation of the amount of basic social assistance
💡 Please note: each adult member of the family must sign the application for appointment.
By signing the application, each family member confirms their consent to the (approximate) amount of the basic social assistance, as well as the termination of payment of previously granted such types of state assistance:
- state social assistance to low-income families;
- child benefits for single mothers;
- benefits for large families;
- temporary state assistance to children whose parents do not pay alimony, are unable to support the child or whose place of residence is unknown;
- state social assistance to persons not entitled to a pension and people with disabilities.
Is it possible to apply for assistance if you do not have Diia app?
For basic social assistance, you can apply in person to the nearest service centre of the Pension Fund of Ukraine.
💡 Please note: if one of the family members already receives social assistance, then they must submit the declaration of intent and the application for appointment in the paper form.
