Reporting damaged and destroyed property

Nataliia is an internally displaced person currently living in the city of Kremenchuk. Her residential property was destroyed as a result of hostilities. She was seeking to protect her housing rights and access possible compensation but did not know how to achieve this.

Nataliia reached out for legal support at the Administrative Services Center and to civil society organizations, but she was denied assistance. An information session organized by the NGO "Institute of Analytics and Advocacy" and an individual legal consultation turned out to be helpful.

The lawyer informed her about the possibility of submitting a report remotely through the Unified State Web Portal of Electronic Services, including the option to use the “Diia” mobile application.

The lawyer verified the property’s registration in the State Register of Real Property Rights to Immovable Property, helped Nataliia log into the Diia app via the BankID service, and successfully supported her in generating the report about damage or destruction of her home.

Since the property is located in a non-government-controlled area, Nataliia will be able to claim compensation after the relevant legislative changes are adopted. The lawyer also explained how to submit information to the Register of Damage for Ukraine (RD4U) under Category A3.1 “Damage or destruction of residential immovable property” and wait for the introduction of a compensation mechanism.
