New rules for payments to internally displaced persons

In August–September 2025, the procedure for granting housing assistance to IDPs underwent further changes. 

First, restrictions were tightened for owners of housing that remains in active combat zones or in temporarily occupied territories. From now on, payments will be stopped for those IDPs who rent out such housing, even if it is unfit for the owners themselves to live in. 


At the same time, there are also positive developments. The state will continue to support the most vulnerable groups: persons with disabilities and internally displaced entrepreneurs (sole proprietors).  

  • For persons with disabilities who have reached the time for a repeated medical review, assistance will continue to be paid for another three months after the expiration of the certificate confirming their disability. This will help avoid a financial gap during the period of waiting for renewed confirmation of disability. 
  • As for IDP entrepreneurs, they will be able to count on state support for one more month after the end of the initial six-month period of assistance.
