New preferences for IDPs and businesses from frontline areas

On 13 August, the Cabinet of Ministers of Ukraine finally adopted the long-awaited amendments cancelling administrative fees for state registration. 

What fees have been cancelled for the period of Martial Law? 

• Administrative fee for state registration of rights to real estate and their encumbrances; 
• Fee for providing information from the State Register of Rights in paper form; 
• Administrative fee for making changes to information about a legal entity or individual entrepreneur in the Unified State Register (USR); 
• Fee for obtaining information from the USR in paper form (if it concerns the requestor); 
• State fees for registration or dissolution of marriage, change of name, re-issuance of certificates and extracts from the State register of civil status acts of citizens; 
• Apostille fees for documents issued by justice authorities, courts, archives and notaries. 

Please note that obtaining these services electronically through the Diia portal remains subject to a fee. 

Who can exercise the right to state registration without paying administrative fees? 

• Individuals: 
• Internally displaced people; 
• People who do not have IDP status but have a registered or declared place of residence (or stay) in the area of active hostilities or in the occupied territory.  
• Legal entities and individual entrepreneurs: 
• Registered in the area of active hostilities or in the occupied territory; 
• Those who changed their location to the area of active hostilities/occupied territories during the martial law. 

The partial cancellation of administrative fees for IDPs and businesses from the active hostilities and occupied territories is an important step by the government to encourage and support their financial viability.
