New subsidised loan program for IDPs aged 60 and over

The Siverskodonetsk City Military Administration became the first in Ukraine to adopt a preferential housing lending programme for older internally displaced persons. It is intended for residents of the Siverskodonetsk community aged 60+ for the purchase of housing in 2026.


Who may apply to participate in the programme

The right to participate is granted to internally displaced persons - residents of the Siverskodonetsk community - who:

  1. have reached the age of 60;
  2. were registered in the community as of 24 February 2022 and remain registered there;
  3. are registered as internally displaced persons;
  4. do not own housing (housing in the Siverskodonetsk community is not taken into account);
  5. have not previously received state support or preferential housing loans.


Lending conditions

  1. term — up to 10 years;
  2. interest rate — 3% per annum;
  3. the amount depends on the standard housing area:

52.5 sq. m — for 1–2 persons;

+21 sq. m — for each additional family member;

  1. the cost is calculated on the basis of the indirect cost of 1 sq. m approved by the Ministry for Communities and Territories Development, taking into account the coefficient of the locality;
  2. the maximum amount is UAH 3 million;
  3. if the housing costs more, the applicant pays the difference;
  4. the local budget covers 99.99% of the principal amount of obligations under the loan (but not more than UAH 3,000,000);
  5. 3% annual interest is paid by the borrower, since the benefit applies specifically to the principal amount of the loan;

What may be purchased:

  1. an apartment or a private house;
  2. there are no restrictions regarding the year of construction.

The housing may not be located:

  1. in an area of active hostilities;
  2. in temporarily occupied territories (if no date has been determined for the end of that status).

The candidate’s solvency is also assessed.


How to submit an application

Applications for the first stage are accepted from 11 May to 1 June 2026. Documents may be submitted:

  1. in person;
  2. by post (Ukrposhta or Nova Poshta);
  3. by email.
  4. after the documents are checked, a register of candidates is formed and transferred to the State Fund for Support of Youth Housing Construction (Derzhmolodzhytlo);
  5. selection takes place through random choice using software. The procedure is conducted openly, with a broadcast on the YouTube channel of the State Fund for Support of Youth Housing Construction (Derzhmolodzhytlo);
  6. if a candidate is not selected, but meets the requirements, that application will take part in the next rounds of selection.

What documents need to be prepared

The basic package includes:

  1. an application expressing the intention to receive a loan,
  2. a candidate questionnaire,
  3. a consent form for the processing of personal data,
  4. copies of the passport,
  5. the Taxpayer Registration Number,
  6. IDP certificates of the applicant and their family members,
  7. documents confirming family relations.

All copies must be certified with the notation “true to the original,” the date, signature, surname, and initials on each page.

Important! In the application expressing the intention, the candidate must immediately indicate the locality and/or oblast where they plan to purchase housing.


What else applicants should take into account

  1. Only one family member — the wife or the husband — may submit an application expressing the intention, since applications from another member of the same family are not included in the register of candidates if one of the relatives has already submitted a package of documents and has been entered into it.
  2. Applications submitted after the announced deadline, as well as incomplete document packages, are not included in the register. At the same time, the person must be informed of the deficiencies, and the candidate may resubmit the documents within the same period or during the next application periods, if such periods are announced.
  3. The current amount of funding is expected to cover approximately 17 apartments, but the programme is considered only the first stage. If demand from internally displaced persons remains and financial resources are available, the community plans to continue the programme and look for opportunities to attract additional funding.
