Compensation of rental costs for defenders

During the war, when high rent prices force people to save on food and medicine just to be able to pay for housing, government rental assistance is of highest importance. At the same time, one of the state's priorities is to support people who have defended Ukraine's independence, sovereignty and territorial integrity. 


What is rental cost compensation? 

Compensation for rental costs is a state financial assistance for certain categories of citizens. Although such financial assistance will not cover the full cost of rent, it is still a significant support for those who is in need. 


Who is eligible for compensation of rental cost? 

  • People called up during mobilization and who have not yet acquired the status of a combatant or a person with a disability caused by war. 
  • Police officers, officers of the civil protection service who have not yet acquired the status of combatants or persons with disabilities as a result of war. 
  • People who have acquired the status of a combatant or a person with a disability as a result of war. 


Please note: The main condition is that at the time of renting housing, such people have already been discharged from military service. 


Additional criteria of eligibility: 

- Ownership of housing damaged or destroyed as a result of war; or 

- Ownership of housing located in the area experiencing active hostilities or in the occupied territories; or 

- Undergoing the rehabilitation care on an outpatient basis outside the address of the declared/registered place of residence located at a distance of more than 15 kilometres from the address of residence. 


What amount of compensation can I expect?  

In oblast centers — one and a half sizes of the subsistence minimum for able-bodied persons; 

In other areas — one size of the subsistence minimum for able-bodied persons. 


Please note: If the price of the rental agreement is higher, the recipient of the allowance pays the missing amount on their own. And if the price of the rental agreement is less than the amount of monetary compensation, the amount of compensation will correspond to the amount established by the agreement. 

If the rent lasted less than one calendar month, the amount of financial compensation is calculated according to the number of days of living in the rented housing. 

 

How long will the compensation be paid? 

Monetary compensation is granted once from the date of application for the entire term of the rental agreement, but not more than six months. 


What documents should are required? 

  • An identity document, or eDocument; 
  • a document certifying registration in the State Register of Individual Taxpayers (taxpayer card); 
  • certificate from the State Register of Real Property Rights on registered real property rights; 
  • an act of inspection of the object damaged as a result of the war, if necessary; 
  • primary accounting documentation form No. 044-1, or other documents confirming the completion of rehabilitation care on an outpatient basis; 
  • military registration document; 
  • a certificate confirming the status of a combatant or a person with a disability caused by war; 
  • an extract from the order of dismissal from service; 
  • a certificate of no criminal record; 
  • housing rental agreement. 

 

In what cases there would be no compensation paid? 

  • If the applicant has a dwelling on the territory controlled by Ukraine (except when a person is undergoing outpatient rehabilitation); 
  • If the applicant is provided with serviced apartment; 
  • If the applicant is paid monetary compensation for the dwelling to be obtained; 
  • If the applicant receives an allowance for internally displaced persons, or a subsidy for rent; 
  • If the applicant is paid compensation for damaged/destroyed. 

 

How to get compensation: step-by-step instructions 

Step 1. Collect the necessary documents. 

Step 2. Submit an application for compensation through the Administrative Service Centre. 

Step 3. Indicate in the application the bank account number (according to the IBAN standard) to which the compensation will be paid.  

Step 4. To get a decision on payment or refusal to pay financial compensation.
