Affordable housing: the state will cover 70% of the first instalment

The Ministry of Social Policy, Family and Unity of Ukraine has developed a draft resolution that significantly expands opportunities for affected populations to access affordable housing. The Government has adopted this resolution, effectively making mortgage lending under the eOselya programme more accessible. The resolution enters into force on 10 September 2025. 


What costs will be compensated by the state 

Internally displaced persons (IDPs) and residents of frontline areas will be eligible for: 

  • compensation of 70% of the first instalment (but no more than 30% of the total cost of housing); 
  • up to 70% of monthly mortgage payments during the first year; 
  • compensation of accompanying expenses of up to 40,000 UAH (insurance payments, bank fees, etc.). 


Who can benefit from the programme 

Important conditions for receiving state assistance include: 

For internally displaced persons (IDPs): 

  1. Registration  in the Unified Information Database on Internally Displaced Persons, confirmed by the relevant certificate (IDP certificate). 
  2. Not ownership of housing (except housing located in active combat zones or occupied territories). 
  3. No record of having received as an adult (including family members), housing at the expense of public funds – whether through state support, financial compensation, or preferential loans for construction (purchase). 

For residents of frontline areas: 

  1. The settlement must be included in the list of territories where hostilities are (or were) taking place, or which are  occupied, as approved by the Ministry for Communities and Territories Development, with no date determined for the end of hostilities or occupation (see list here). 
  2. Not owning any housing (except housing located in active combat zones or occupied territories). 
  3. No record of having received, in adulthood (including family members), housing at the expense of public funds – whether through state support, financial compensation, or preferential loans for construction (purchase). 

Important: During the period of receiving this assistance, a person loses the right to the IDP housing allowance and housing rent subsidies for IDPs. 


Required documents 

To apply for assistance, applicants should contact an authorised bank (see list here) with a written application in free form, which must include: 

  • Full name. 
  • Date of birth 
  • Passport series (if applicable) and number. Taxpayer identification number. 
  • Confirmation of IDP registration (details of the IDP certificate or a copy attached). 
  • Confirmation of not owning residential property (except property in active combat zones or occupied territories). If such property exists, the application must include a note indicating this (or written confirmation) of no record of having received, in adulthood (including family members), housing at the expense of public funds – whether through state support, financial compensation, or preferential loans. 
  • Contact details (email address, phone number). 


In the future, it will be possible to submit an application via the Diia mobile application. 

Based on the applications received, the bank will compile weekly reports and submit them to the Pension Fund of Ukraine, which will verifie the data for compliance with the requirements of the preferential programme. The final decision to grant a mortgage loan is taken by the authorised bank. 

There is also the possibility of  co-financing may be attracted for the loan from local budgets, charitable support, or international technical assistance. This can serve as an additional incentive to strengthen the programme’s impact on the integration of IDPs into host communities.
