A child's disability is established on the basis of the opinion of a medical advisory commission (MAC) at healthcare facilities.

The procedure for establishing a child's disability:

  • Conducting an initial examination and referral to the MCC

Step 1: The child's parents or legal representatives visit a family doctor or specialised doctor for a full medical examination.

Step 2: The doctor issues:

  • A specialist's advisory opinion (form No. 028/о);
  • An extract from the medical record of an inpatient (form No. 027/о), which indicates the medical indications and diagnosis.

Step 3: Based on the conclusions, the doctor makes a referral to the MCC.

Documents to be submitted by the doctor to the MCC:

  • The child's developmental history;
  • An extract from the medical record or a specialist's advisory opinion;
  • Medical rehabilitation plan;
  • Identity document of the child's parents or legal representatives.

Conducting the SCC:

  • The MCC examines the child and reviews the documents within 7 working days.
  • Based on the results of the examination, the MCC provides:
  • A conclusion on the presence or absence of disability;
  • An individual rehabilitation programme for a child with a disability, which includes the necessary rehabilitation measures.

Peculiarities during martial law:

  • An appeal to the WCC is possible regardless of the child's place of registration, residence or stay.
  • Patients from among the internally displaced persons (IDPs) can be referred to the MCC without a declaration from a doctor.
  • If necessary, the MCC can establish disability in absentia (without the child and parents being present at the meeting).

Important! The decision of the Commission is the basis for further registration of social assistance and necessary benefits for a child with a disability.
