What should I do if I returned to my house, which until 2022 was located in the NGCA, and there are already people living in it.

If you are the owner of the house (and you have documents), then you have every right to demand that your house be vacated because no one has the right to move into your home (exceptions can be provided only for the settlement of military personnel, see paragraphs 1, 2 of section III.)

In case of resistance (and refusal to voluntarily leave the home), you can call law the police or go to court.
