Citizens of Ukraine can apply to:

1. Foreign diplomatic missions and consular offices of Ukraine. They provide the following services:

• Issuance of passport documents.
• Resolving citizenship issues.
• Consular registration.
• Provision of free legal aid.
• Registration of civil status acts (birth, death, marriage, divorce, change of name).
• Certification of documents (legalisation, apostille, notarisation, issuance of certificates, etc.)

2. Centres of SE "Document" abroad. The State Enterprise "Document" opened centres for passport issuance in:

• Poland,
• Slovakia,
• Germany,
