Which internally displaced persons are eligible to receive housing allowance?

Internally displaced persons (IDPs) who have moved from the territories where hostilities are taking place or which are temporarily occupied are entitled to receive accommodation assistance. These territories are included in the list approved by the Ministry of Reintegration.


Terms and amount of assistance:


● For people with disabilities and children: 3000 UAH.


● For other persons: 2000 UAH.


● Assistance is granted for six months from the date of the first application for assistance.


Criteria for receiving assistance:


● A person must be registered as an IDP in the Unified Information Database on Internally Displaced Persons or whose dwelling was damaged (to the point of being uninhabitable) or destroyed.


● The allowance is paid to one family member, and information about all family members must be entered into the database.


Categories deprived of the right to receive assistance:


● Persons whose average monthly total income per person in a family exceeds UAH 9,444.


● Persons who have purchased a vehicle not older than five years (except for a moped or trailer).


● Persons who have made purchases in excess of UAH 100 thousand.


● Persons who have funds in their bank accounts exceeding UAH 100 thousand or have purchased foreign currency in excess of this limit.


● IDPs who are fully supported by the state or are serving a sentence in a penitentiary.


How to apply:


● The application can be submitted online through the Diia app or platform, or in person at social welfare agencies or administrative service centers.


● It is important to provide full details of the applicant and the circumstances that led to the displacement.
