Yes, foreigners and stateless persons can be registered as internally displaced persons (IDPs) in Ukraine under certain conditions.
According to Ukrainian legislation, IDPs are citizens of Ukraine, foreigners, or stateless persons who are legally present in Ukraine and have the right to permanent residence in the country. They have been forced to leave or abandon their place of residence due to or in order to avoid the negative consequences of armed conflict, temporary occupation, violence, human rights violations, or natural disasters.
