How can persons with temporary protection use Ukrainian driver's licenses in EU countries, including Romania, and what are the rules regarding the technical condition of vehicles during this period?

A registered vehicle in Ukraine can be operated in EU countries (including Romania) without registration for up to six months (according to the Vienna Convention), provided that:

• A valid liability insurance document for damage caused by the operation of the vehicle (green card) is available.

• The vehicle is in proper technical condition (the periodic inspection period is not checked during the operation of such a vehicle since Ukraine is not a member of the EU).

Please note that individuals with temporary protection since July 2022 in EU countries can:

• Use the Ukrainian driver's license without the need to exchange it throughout the entire period of temporary protection.

• Use the old-style Ukrainian driver's license, which is issued only in Cyrillic and does not have an expiration date, without the need for an additional certified translation or international driver's license.

• Use the Ukrainian driver's license even if its validity has expired in 2022 (this is relevant for licenses issued for the first time with a validity period of 2 years).

• Obtain a temporary (for the period of temporary protection) EU-format driver's license in case of loss or theft of the Ukrainian driver's license without taking exams. It is sufficient for the EU country to verify the validity of the driver's license obtained in Ukraine and check compliance with the standards of physical and mental fitness for driving.
