Diseases that are not subject to mobilization include diagnoses with significant impairment of body functions, such as severe cardiovascular disease, oncology with metastases, severe mental disorders, diabetes mellitus with complications, and severe forms of epilepsy. The final decision is made by the military medical commission after a full medical examination.
