What are the requirements and procedures for importing pets, including dogs, cats and ferrets, from Ukraine to the EU, in particular Romania, and what new restrictions are in place from May 1, 2023?

As a general rule, the following conditions must be met for importing dogs, cats, and ferrets (domesticated mustelids) from Ukraine to the EU territory:

•      Identification of the animal using a microchip (or tattoo if done before 02.07.2011).

•      Valid rabies vaccination (the animal must be microchipped before rabies vaccination).

•      Serological testing for rabies (can be done no earlier than 30 days after rabies vaccination and no less than 3 months before the date of animal movement to the EU territory. The serological test must be conducted in an EU-approved laboratory).

•      Harmonized veterinary certificate for entry into the EU issued by a veterinarian.

 

From 01.05.2023, the importation of domestic animals into Romania is only allowed if the animal has a result of antibody titer testing for the rabies virus.
