Due to the Russian military aggression against Ukraine, all COVID-19 requirements have been waived for Ukrainian citizens arriving from the territory of our state to Romania.
Romania recognizes Ukrainian passports for travel abroad that contain extensions of validity or records regarding children.
Starting from February 24, 2022, Romania temporarily accepts internally displaced Ukrainian citizens leaving the country due to the war in Ukraine, including those without a Ukrainian passport for travel abroad. In such cases, the decision to allow entry through the Romanian state border is made directly by representatives of the Romanian Border Police at the Romanian border checkpoint, based on the examination of the available documents presented by the individual.
Furthermore, for humanitarian reasons, the Romanian Border Police allows transit through the Romanian border to Ukraine for Ukrainian citizens who left the territory of Ukraine starting from February 24, 2022, without a valid travel document or visa if they present one of the following documents at the border control:
· Old-style internal passport of a Ukrainian citizen;
· Internal passport of a Ukrainian citizen with an electronic carrier;
· Non-biometric passport of a Ukrainian citizen for travel abroad (including an extension of validity notation);
· Birth certificate;
· Children whose data are included in the passport of one of the parents.
With the aforementioned documents, it is possible to return to Ukraine from Romania by crossing the border between Romania and Chernivtsi region: Siret-Porubne border checkpoint, and between Romania and Zakarpattia region: Sighetu Marmatiei-Solotvyno, Halmeu-Dyakove border checkpoints, as well as the ferry crossing at Isaccea-Orlivka.
Ukrainian citizens who do not have any of the aforementioned documents will be allowed entry into Romania for the purpose of transit to Ukraine (directly or via the Republic of Moldova) based on a Certificate of Return without a visa or other authorization.

Ukrainian citizens have the opportunity to extend the validity of their foreign passport no earlier than two months before its expiration date. This service is provided free of charge on the day of application at the Consular Department of the Embassy of Ukraine in Romania. You must bring your foreign passport and a photocopy of its first page. To extend the foreign passport for a child, a birth certificate is required.

It is not possible to apply for a new or extend the validity of an existing "internal" passport of a Ukrainian citizen (in the form of a booklet or ID card) at diplomatic missions of Ukraine.

Please note that Ukrainian citizen passports in card format, whose validity expired within 30 days before February 24, 2022, and after February 24, 2022, as well as Ukrainian citizen passports of the 1994 model without a person's photograph if they have reached the age of 25 or 45, with the deadline for pasting the photograph falling within 30 days before February 24, 2022, and after February 24, 2022, are documents that confirm identity and Ukrainian citizenship and need to be exchanged or have new photographs pasted in accordance with the reached age within 30 calendar days from the date of termination or cancellation of martial law.
