What conditions and restrictions apply to the temporary protection granted to Ukrainian citizens in the territory of the European Union in accordance with Decision (EU) 2022/382, in particular, regarding their movement and departure from Romania to Ukraine?

Ukrainian citizens who have been granted temporary protection on the territory of one of the European Union member states, according to Decision (EU) 2022/382, are allowed to move, including for transit purposes, to another member state other than the one that issued the residence permit, for a period of up to 90 days within 180 days.

At the same time, during the period of temporary protection, all Ukrainian citizens who have the right to freely return to Ukraine are allowed to leave Romania. However, we advise you to contact the General Inspectorate for Immigration of Romania to obtain permission for a short-term trip to Ukraine.

During the asylum procedure (refugee status application), the person seeking protection is not allowed to leave their place of residence without permission from the General Inspectorate for Immigration. Permission will be issued by the General Inspectorate for Immigration after an individual, objective, and impartial assessment.

Returning to the country of origin (Ukraine) may be grounds for losing refugee status in Romania.
