Which categories fall under persons with special merits?

They include individuals posthumously awarded the title Hero of Ukraine for participation in the Revolution of Dignity, recipients of the Order of the Heavenly Hundred Heroes, persons who defended Ukraine’s sovereignty since 2014 and were awarded the title Hero of Ukraine, recipients of the Order of Bohdan Khmelnytsky and the Order “For Courage” (all three degrees), and women awarded the Order of Princess Olga.
