How can a foreigner apply for / hand over (terminate) a residence permit in Ukraine?

Foreigners and stateless persons can obtain a residence permit in Ukraine, which is available in two types: temporary and permanent.

1. Temporary Residence Permit

  • Grounds for Obtaining: Employment, education, participation in international projects, family reunification, etc.
  • Required Documents:
  • Application form.
  • Passport with a type D visa (unless otherwise stipulated by law).
  • A Ukrainian translation of the passport's personal data page, certified in the prescribed manner.
  • A valid health insurance policy.
  • Proof of payment of the administrative fee.
  • Where to Apply: Territorial offices of the State Migration Service of Ukraine (SMS) at the place of residence.
  • Processing Time: Up to 15 working days.
  • Cost: Includes an administrative fee and the cost of the residence permit form.

2. Permanent Residence Permit

  • Grounds for Obtaining: Granted after receiving an immigration permit, for example, through family reunification or Ukrainian heritage.
  • Required Documents:
  • Application form.
  • Passport with a type D visa (unless otherwise stipulated by law).
  • A Ukrainian translation of the passport's personal data page, certified in the prescribed manner.
  • Copy of the decision granting an immigration permit.
  • Proof of payment of the administrative fee.
  • Where to Apply: Territorial offices of the SMS at the place of residence.
  • Processing Time: Up to 15 working days.
  • Cost: Includes an administrative fee and the cost of the residence permit form.

3. Returning the Residence Permit

If the grounds for residence in Ukraine cease to exist (e.g., expiration of an employment contract or completion of studies), the foreigner is obligated to return their residence permit.

  • Where to Apply: Territorial offices of the SMS at the place of residence.
  • Required Actions:
  • Submit an application for the return of the permit.
  • Provide documents confirming the cessation of the grounds for residence.
  • Timing: It is recommended to return the permit within 10 days after the grounds for residence have ceased.
