In what way will it be possible to receive compensation for damaged / destroyed real estate property?

Today, Ukraine has a state program called eVidnovlennia (eRecovery) that provides compensation for damaged or destroyed housing as a result of hostilities. Currently, not all of the declared forms of compensation are valid, and the list below is only a summary of the current components of the program.

Compensation for damaged housing:

1. Financial assistance for repairs:

  • Eligibility conditions:
  • Housing damaged after February 24, 2022.
  • Located in the unoccupied territory where active hostilities are not taking place.
  • Recognized as suitable for reconstruction after assessment by the commission.
  • Procedure:
  • Submit an application through the application or the Diia portal.
  • Open a specialized account eVidnovlennia (eRecovery) in one of the partner banks.
  • Allow the local government commission to inspect the property to assess the damage.
  • After the amount of compensation is approved, the funds will be credited to the special account.
  • Use of funds:
  • Purchase of construction materials and payment for repairs.
  • Payment is possible only in stores and companies that participate in the program.
  • Compensation for destroyed housing:

2. Housing certificate:

  • Conditions of receipt:
  • Housing is completely destroyed and cannot be restored.
  • It is located in the unoccupied territory where active hostilities are not taking place.
  • Procedure:
  • Submit an application through the application or the Diia portal.
  • After reviewing the application, a special commission will determine the amount of compensation.
  • Receive an electronic housing certificate that will be stored in the Register of Damaged and Destroyed Property.
  • Use of the certificate:
  • Purchase of new housing in the primary or secondary market.
  • Investing in an object at the construction stage.
  • The certificate is valid for 5 years from the date of receipt.
