How to Apply:

  1. Contact the Child Services Department: Visit the child services department at your place of residence.
  2. Use the "Child is Not Alone" Chatbot: Submit an application via the chatbot.

Required Documents:

  1. Application for consent to temporarily place a child in your family.
  2. Copy of the applicant’s passport.
  3. Written consent from all adult family members living with the applicant, agreeing to the child’s residence in the shared living space.

Next Steps:

1. After submitting the documents or leaving a chatbot application:

  • A child services worker will:
  • Contact the applicant.
  • Visit the home, assess the living conditions, and prepare a report.
  • Talk to the child to obtain their consent (if the child can express their opinion).

2. If the decision is positive:

  • The guardianship and custodianship authority issues an order for the child’s temporary placement in the family.

Important Restrictions and Specifics:

1. Temporary Placement:

  • It is not adoption.
  • Once the need for temporary placement ends, the child is returned to their parents, relatives, or relevant authorities.

2. Travel Outside Ukraine:

  • Prohibited, except for cases where the child is a sibling, grandchild, stepson, or stepdaughter.

3. Initiating Guardianship/Adoption:

  • If the child’s parents or relatives cannot be located, the applicant may initiate guardianship, custodianship, or adoption procedures after the end of martial law.

Who Can Temporarily Place a Child:

  • Citizens of Ukraine.
  • Foreigners lawfully residing in Ukraine.
