Access criteria:
- you cannot be granted international protection, but you cannot return to your country of origin because of the risk of persecution;
- you risk being subjected to torture, inhuman or degrading treatment;
- you have the right to remain in Italy due to constitutional or international obligations; or
- your private or family life is permanently established in Italy.
Access procedure:
- fulfilment of the above requirements for international protection;
- obtaining a conclusion of the territorial commission on refusal to grant you international protection, but on granting special protection; or
- submitting a request to local police migration offices, which transfer the request to the territorial commission for consideration.
You can receive special protection regardless of whether you have any type of residence permit. When submitting your application, you may be asked to provide your passport or another identity document from your country of origin.
After receiving the result from the commission, the local migration police office will issue you a residence permit or notify you about a refusal.
The permit is valid for 2 years (with the possibility of renewal).
