  1. Try to reach an agreement with your neighbor:

  1. Document the disturbance:
  • Keep records of the time, duration, and nature of noise or other problems.
  • Take photos or video (e.g., a dog barking at night).
  1. Contact the police:
  • If your neighbor ignores your requests, call the police to record the violation.
  • The police can bring the owner of the animal to administrative responsibility for violating the rules for keeping animals.

Grounds for administrative liability:

  • Code of Ukraine on Administrative Offenses, Article 154:
  • Failure to comply with the rules for keeping pets.
  • Penalty: from UAH 170 to UAH 340, in case of repeated violation - up to UAH 510 with possible confiscation of the animal.
  1. Contact your local government:
  • Some communities have additional rules about keeping animals. Check with your local public works or public order department.
  1. File a complaint with the court:
  • If administrative measures don't help, you can go to court to request that your neighbor take steps to fix the problem.
