What is the status of “Person with Special Merits to the Motherland”?

This status honours individuals who performed exceptional acts of heroism during wars or hostilities and were awarded the highest state honours. Once a Presidential Order or award is issued, the Ministry of Veterans Affairs automatically registers the individual and issues a certificate labelled “A person with special services to the Motherland”.
