If you have received a temporary residence permit as a Ukrainian refugee, you can use your vehicle for two years from the date of the residence permit without paying any taxes or fees related to the import and registration of the vehicle in Norway.
More detailed information on the website of the Norwegian Tax Administration at the link: https://www.skatteetaten.no/en/person/foreign/ukraine/#using-a-foreign-registered-vehicle.
Please note that the vehicle must have valid insurance.
A Ukrainian driver's license is valid in Norway during the period of temporary protection.
However, if the Ukrainian driver's license has expired, it will not be valid in Norway.
At the same time, a driver's license issued for the first time in Ukraine, which has a limited validity period (trial period), is nevertheless valid for driving in Norway, even if its validity period has expired.
You can read more about the conditions of validity of a driver's license on the page of the State Road Administration of Norway (Statens vegvesen) at the link: https://www.vegvesen.no/forerkort/har-forerkort/forerkort-i-og-utenfor-norge/bruk-av-forerkort-fra-land-utenfor-eu-eos-i-norge/forerkort-fra-ukraina/.
