Car registration and driver's license in Latvia

Citizens of Ukraine driving vehicles registered in Ukraine may be road users for three months from the date of entry without registering the vehicle in Latvia.

If a vehicle registered in Ukraine is to be used in Latvia for more than three months, it may be temporarily registered for up to 3 years in the name of a Ukrainian civilian without a certificate of conformity (for more information: Temporary registration of a vehicle.

When a vehicle is temporarily registered, license plates and a Latvian registration certificate are issued for it.

The documents and license plates submitted during the temporary registration are kept and issued when the vehicle is deregistered for export from Latvia.

The documents and license plates submitted during temporary registration shall be kept and issued upon deregistration of the vehicle for export from Latvia.

When registering a vehicle previously registered in Ukraine (temporarily or permanently), the import of the vehicle must be formalized in accordance with the procedure established by the customs legislation. In order to register a vehicle with the Road Traffic Safety Directorate (CSDD), it must first be cleared through customs - a customs declaration must be submitted to the customs.

This can be done by contacting a customs broker, a customs declaration service provider, by checking the contact information in an Internet browser search engine. The authorized customs broker will prepare the customs declaration and submit it to EMDAS, the electronic customs data processing system of the State Revenue Service - VID (hereinafter referred to as the SRS).

Starting September 1, 2023, people aged 14 and older who have the right to drive a bicycle or a vehicle of any category can participate in road traffic on an electric scooter. Schoolchildren can obtain a bicycle license at school, where they study theory and take an exam, and anyone can take the exam at CSDD offices.
