Car registration and driver's license in the Republic of Lithuania

Car registration

Persons enjoying temporary protection are not required to register their vehicles in the Republic of Lithuania. This rule applies only to vehicles that were previously registered in Ukraine. The exception is limited in time, namely for the duration of temporary protection.

If a person does not have temporary protection, he or she is obliged to register the vehicle.

To do this, you need to:

o  undergo a technical inspection of the vehicle and a technical examination confirming that the vehicle meets the requirements applicable in the Republic of Lithuania;

o  have compulsory third-party liability insurance.

After that, you need to contact the state agency "Regitra". The following documents are required:

o  an identity document (passport);

o  a document confirming the legality of stay in the Republic of Lithuania. This document may be a temporary residence permit;

o  car registration certificate;

o  a document of technical expertise issued by companies providing technical expertise services.

You have to also fill out a vehicle purchase declaration and provide a document confirming your ownership (registration certificate). You will be provided with a unique owner declaration code (SDK) that will allow you to register the car in your name. Please note that there is a fee for registering a car. After completing these steps, the car will be registered in the Republic of Lithuania and you will be issued a new registration certificate and license plates.

Driving license

For temporarily displaced persons, Ukrainian driving licenses are recognized for the period of temporary protection. If a Ukrainian does not have temporary protection, he or she will be obliged to exchange the driving license within 185 days.

To exchange a Ukrainian driving license for a Lithuanian one, you need to:

1.     apply to a health care facility for a medical examination and obtain a medical certificate of medical examination;

2.     to come to one of the Regitra offices and provide:

o  an identity document;

o  Driving medical certificate;

a driving license issued in Ukraine with a translation into Lithuanian (with the obligatory signature of the translator).
