1. Exceptions to the restrictions: Restrictions do not apply to citizens of the Russian Federation who:

  • Consideration of applications for immigration permits, permanent or temporary residence permits is suspended for the period of martial law and for 30 calendar days after its termination.
  • Citizens of the Russian Federation will be denied new applications during this period.

2. Restrictions for citizens of the Russian Federation:

  • The territorial bodies and subdivisions of the State Migration Service (SMS) have resumed their work in the territories controlled by the Government of Ukraine and where no active hostilities are taking place.

3. Operation of territorial units of the SMS:

  • Are full brothers, sisters, grandparents, grandchildren of Ukrainian citizens.
  • Are husbands or wives of Ukrainian citizens with whom they have been married for more than two years.
  • Have served three or more years in the Armed Forces of Ukraine, the State Special Transport Service or the National Guard of Ukraine.
  • Served in the above structures and were declared unfit for military service for health reasons due to illness or injury sustained in the line of duty.
  • Are guardians or trustees of Ukrainian citizens or are under the guardianship or trusteeship of Ukrainian citizens.
  • Their immigration is of national interest to Ukraine.
  • Arrived in Ukraine for family reunification, where family members are citizens of Ukraine, or married citizens of Ukraine during their stay in Ukraine and received a temporary residence permit.
  • Arrived in Ukraine for employment in accordance with the law.
