Sending Ukrainian citizens abroad for treatment during the period of martial law. What are the criteria and who makes the decision?

Categories of citizens entitled to treatment abroad:

  • Patients with injuries sustained as a result of the armed aggression of the Russian Federation against Ukraine who need highly specialised medical care.
  • Patients with combustiological pathology (e.g., third-degree burns with an area of more than 35% of the body surface for adults).
  • Children with neoplasms requiring highly specialised medical care.
  • Adult patients with neoplasms who:
  • have a satisfactory functional condition;
  • require highly specialised medical care.
  • Children with rare (orphan) diseases in need of highly specialised medical care.

Procedure for determining eligibility:

  • A doctor fills out an extract from the medical record (form No. 027/о ‘Extract from the medical record of an outpatient (inpatient) patient’), which confirms the need for treatment abroad.

Who makes the decision:

  • The decision to refer for treatment abroad is made by a family doctor or a hospital attending physician, guided by the Order of the Ministry of Health No. 574 of 5 April 2022.

Routes for referral for treatment abroad:

  • Through the regional health department:
  • Each department has a responsible person for referring Ukrainian citizens for treatment abroad.
  • Through a personal application on the website of the Ministry of Health:
  • In case of absence of communication with a family doctor or health department, an application can be submitted independently through the website of the Ministry of Health of Ukraine in the section ‘For citizens’.
  • For wounded military personnel:

Applications for evacuation of wounded soldiers are submitted through the Command of the Medical Forces of Ukraine.
