Which men are not entitled to be mobilized?

In Ukraine, during martial law and general mobilization, there are categories of citizens who are not subject to military call-up. These include:

Health reasons:

  • Individuals deemed unfit for military service due to health conditions.

Family circumstances:

  • Men and women who have three or more children under the age of 18 in their care.
  • Parents raising a child (or children) under 18 on their own.
  • Individuals with a child with a disability or a seriously ill child (as defined by law).
  • Those who provide constant care for sick relatives or others in need of care (with supporting documents).

Education and professional activity:

  • Full-time students, postgraduate (PhD) or doctoral students.
  • Scientific and academic staff working at least 0.75 of a full-time position at their main place of employment.

Government officials:

  • Members of the Ukrainian Parliament and local councils.
  • Employees of government bodies or local self-government who are critical to the functioning of the state.

Other categories:

  • Persons with disabilities.
  • Persons officially reserved (exempted) by government authorities or organizations of strategic importance.

To confirm the right to deferment or exemption from mobilization, the appropriate documents must be submitted to the Territorial Recruitment and Social Support Center (TRC). The list of required documents depends on the specific grounds for deferment.
