Who are “non-combatants” and “civilians” in the context of armed conflict?

Non-combatants include medical personnel, chaplains, quartermasters, military correspondents and lawyers who, although part of the armed forces, do not take part in hostilities and should not be targeted. All other persons are considered civilians and must be protected as such.
