Which conscripts are subject to the reservation?

Persons liable for military service who work at enterprises, institutions and organisations that meet at least one of the following categories are subject to reservation:

1. Employees of enterprises performing mobilisation tasks (orders):

  • These enterprises have tasks defined by the government to ensure the defence capability and other needs of the state during martial law.

2. Employees of enterprises, institutions and organisations that are critical to the economy and national security:

  • Enterprises must meet the criteria established by the Cabinet of Ministers of Ukraine, e.g:
  • ensure the functioning of economic sectors of strategic importance;
  • supply products, services or resources critical to the needs of defence, energy, medicine, transport, etc.

3. Civil servants:

  • Employees of state authorities, local self-government bodies and other institutions, if their work ensures the smooth operation of the body.

4. Scientific and educational workers:

  • Employees of educational, scientific and innovation institutions who provide educational process or conduct research that is important for the economy or defence capability of the state.

5. Healthcare workers:

  • Persons working in healthcare facilities, pharmacies, production of medicines and medical devices, if their activities are critical for medical care.

Note:

In order to determine the right to book, an enterprise or organisation submits documents to the authorised bodies. The decision on the reservation is made by the Ministry of Economy in consultation with the General Staff of the Armed Forces of Ukraine.
