Access to healthcare facilities in Italy

You can access healthcare services in Italy if you have:

- a public health insurance (covers some medical services); or

- a private health insurance (may cover most of the medical services, but the exact list depends on the terms of the insurance).

State health insurance is free of charge for Ukrainians under temporary, international or special protection.

In order to obtain a public health insurance, you must register at the local health unit (ASL) of the place of residence at which you have applied for temporary protection.

At the ASL, you will receive an STP code (straniero temporaneamente presente – foreigner temporarily staying in Italy). 

To receive the code, you must provide an identity document.

The STP code certifies your registration in the Italian healthcare system (SSN – Sistema sanitario nazionale).

After registration, you will receive a medical card (Tessera sanitaria) and have the right to visit a general practitioner (equivalent to a family doctor in Ukraine), paediatrician or specialist free of charge.

You can choose a doctor on your own, but in the institution at your place of residence.

An approximate list of free medical services for Ukrainians who have formalised their state health insurance: 

- consultations and examination by a general practitioner/pediatrician;

- vaccination against COVID-19 and assistance in case of COVID-19; 

- consultations and observation by specialists upon referral by a doctor/pediatrician;

- assistance during pregnancy and childbirth, as well as in the postpartum period;

- hospitalisation upon referral;

- tuberculosis screening;

- basic dental procedures; and

- free or partially free medicines.

Important!

Ukrainians who do NOT have a temporary protection residence permit are NOT entitled to free state health insurance but are entitled to receive emergency medical care free of charge.
