Male students of foreign educational institutions are not listed as persons entitled to cross the border during martial law.
Accordingly, male students of foreign educational institutions have no right to cross the border during martial law.
Until 14 September 2022, students who were admitted to the foreign educational institution before 24 February 2022 were able to travel abroad. This decision was made by the military leadership, but no relevant changes were made to the legislation.
A male student of a foreign university can cross the border during martial law, provided that he has other grounds for crossing the state border (a student is under 18 years old, a student is a person with a disability, excluded from military record, etc.)
