Admission to higher and professional pre-higher education institutions
Admission to higher and professional pre-higher education institutions for persons with disabilities is carried out on a competitive basis.
Certain categories enjoy special conditions for obtaining higher education at the expense of the state budget and at the expense of subsidized state loans, in particular persons:
- with disabilities who are unable to attend an educational institution;
- who have diseases specified in the List of diseases and pathological conditions that may be an obstacle to passing the external independent evaluation; and
- with disabilities of groups I, II and children with disabilities under the age of 18, who are not contraindicated to study the chosen specialty.

Special conditions may include, in particular, admission to the educational institution on the basis of a positive assessment of the individual oral interview.
Admission to professional and technical educational institutions
When persons with disabilities successfully pass the exams, they are enrolled in professional and technical educational institutions out of competition.
Benefits during studying
Students with disabilities of I-III groups are entitled to receive:
1. social scholarship.
The amount of the social scholarship depends on, inter alia, the level of the educational institution. According to the information provided by the Ministry of Education and Science, the social scholarship amount is UAH 1,180 per month as of 1 January 2023 for students of higher education institutions. To receive social scholarship, you shall submit an application to the educational institution.
The application shall contain:
- surname, full name and patronymic;
- day, month, year of birth;
- a declared/registered place of residence;
- a passport series and number or a number of a passport in a form of ID card (a birth certificate for persons under 14 years old);
- a certificate of registration number of the taxpayer's account card, i.e. tax ID (if any);
- a unique record number in the Unified State Demographic Register (if any);
- an issuing authority and date of issue of the student card; and
- grounds for receiving a social scholarship; and
2. subsidized loan for education. To receive it, you shall submit an application to the admission committee.
An educational institution enters into the respective agreement with the student or his/her parents (if the student is a minor). If the agreement is entered into by the student's parents, it shall be re-executed with the student after such student reaches 18 years.
The loan shall be repaid within fifteen years (student shall pay 1/15 of the loan and interest for loan use). The interest for loan use is three percent annual interest from the amount of indebtedness.
