Is there a fee for any primary healthcare services?

The following services are included in primary care:

  1. Visit to a doctor: examination, consultation, diagnosis.
  2. Treatment of common diseases: illnesses, injuries, poisoning, etc.
  3. Prescriptions: including electronic prescriptions for medicines under the ‘Affordable Medicines’ programme.
  4. Diagnostics: referrals for laboratory and instrumental tests.
  5. Vaccination: in accordance with the Vaccination Schedule.
  6. Monitoring of chronic diseases.
  7. Issuance of certificates, sick leave.

Conditions for receiving free primary health care

A signed declaration with a primary care doctor:

  • family doctor,
  • general practitioner
  • paediatrician (for a child).

A contract between the medical institution and the National Health Service of Ukraine (NHSU), which finances the provision of services.

Please note: If your doctor is temporarily absent, you have the right to receive primary care from another doctor without submitting a new declaration.

Primary healthcare for IDPs during martial law

Healthcare institutions providing primary healthcare are obliged to

  • keep records of IDPs seeking medical services;
  • provide primary healthcare and emergency medical care;
  • provide vaccinations in accordance with the Vaccination Schedule.

The declaration is not mandatory for IDPs to receive medical care.

Where to find a primary care facility?

  • The list of medical institutions that provide primary care can be found in the licence register of the Ministry of Health.
  • The address of the nearest facility can be found by calling 1677.
