Yes, the bank has the right to apply to the court to recover loan arrears during martial law.

  1. Legal proceedings: The bank may initiate legal proceedings to recover the debt.
  2. Prohibition on foreclosure: During the period of martial law and for 30 days after its termination, the lender is not entitled to foreclose on mortgaged property, even if a court order is in place.

Thus, the borrower is obliged to repay the loan, but the mortgaged property cannot be seized until the martial law ends.
