Can parents not establishing the child’s patronymic?

General rule:
The patronymic of a child is determined by the name of the father.
Exceptions for national minorities:
If the child's mother and/or father are members of national minorities, patronymic:
May be formed in accordance with national traditions.
It may not be assigned at all if it is in accordance with the customs of the respective national minority.
Registration of the absence of a patronymic:
In order to officially register a child without a patronymic, you need to apply to the civil registry office with a statement confirming that you belong to a national minority.
