Yes, people with disabilities, regardless of their group, have the right to travel abroad during martial law.

Conditions for traveling abroad:

1. Documents confirming the disability:

  • Identity card of a person with a disability.
  • Medical certificate of disability (form approved by the Ministry of Health of Ukraine).
  • Individual rehabilitation program (if available).

2. Additional documents:

  • Passport of a citizen of Ukraine.
  • Foreign passport.
  • Other documents required to cross the border, depending on the country of destination (visa, invitation, confirmation of the purpose of the trip, etc.).

Special features:

  • Persons with disabilities are allowed to cross the border even during martial law if they have supporting documents.
