Yes, people with disabilities, regardless of their group, have the right to travel abroad during martial law.
Conditions for traveling abroad:
1. Documents confirming the disability:
- Identity card of a person with a disability.
- Medical certificate of disability (form approved by the Ministry of Health of Ukraine).
- Individual rehabilitation program (if available).
2. Additional documents:
- Passport of a citizen of Ukraine.
- Foreign passport.
- Other documents required to cross the border, depending on the country of destination (visa, invitation, confirmation of the purpose of the trip, etc.).
Special features:
- Persons with disabilities are allowed to cross the border even during martial law if they have supporting documents.
- If a person needs to be accompanied, the accompanying person may also travel with him or her on the basis of relevant documents.
