Is it possible to terminate the land lease agreement early if a tenant does not fulfill his obligations under martial law?

Yes, it is possible. 

It can be done by filing a lawsuit for termination of the agreement to the court, as well as by sending a notice of termination of the agreement to the tenant if the agreement provides for the possibility of its unilateral termination in this manner.
