No, an employer may not conclude all employment agreements using non-fixed working hours.
For employers with 10 or more employees: the number of employment contracts with non-fixed working hours should not exceed 10% of the total number of concluded employment contracts.
For employers with fewer than 10 employees: no more than one employment contract with non-fixed working hours is allowed.
