•      for privately owned lands – if the tenant could not use the land plot due to these circumstances;

•      for lands of state or communal ownership - if the territory of the location of the land plot is included in the List of territories on which hostilities are (were) conducted or temporarily occupied by the Russian Federation, approved by the order of the Ministry of Reintegration dated 22.12.2022 No. 309.
