Are IDPs who have lost their passports eligible for housing allowance?

For example, internally displaced persons (IDPs) who have lost their passports are still eligible to receive accommodation allowances.

Instead of a passport, they may use a certificate from the State Migration Service of Ukraine (SMS) confirming the submission of documents for the issuance of a passport of a citizen of Ukraine. This certificate can be obtained at administrative service centers, territorial bodies or subdivisions of the SMS, as well as at state-owned enterprises that are under the management of the SMS.

Additionally, digital documents can be used to process payments through the Diia app, including the use of eDocument, which is legally significant and acceptable for identity verification when interacting with government services.
