Does a volunteer have the right to go abroad to receive a humanitarian aid?

Yes, he does.
It is permitted to cross the border for the men-drivers, volunteers, that are carrying out transportation of medical cargo and humanitarian aid by road for the needs of Armed Forces of Ukraine, other military units and the peoples of Ukraine.
The border can be crossed in case of presence of:
- the decision on crossing the border of Ukraine adopted by the Ministry of Infrastructure of Ukraine or regional and Kyiv City Military Administration; and
- registration of the person in “Shlyakh” system administered by Ukrtransbezpeka (The State Service of Ukraine for Transport Safety)
