Who can use the municipal nanny service?

The service is available to Ukrainian citizens, as well as foreign nationals and stateless persons who are legally residing in Ukraine, have signed a contract with a municipal nanny, and are parents or legal guardians of:

  • a child under the age of three who requires additional care;
  • a child under tthe age of three where the parent or guardian has a Group I or II disability.


During the period of martial law and for three months after it ends, compensation for the Municipal Nanny service may also be granted to parents or guardians who care for:

  • a child under the age of six who requires additional care;
  • a child under sthe age of six where one of the parents or guardians has a Group I or II disability;
  • a child under the age of three where one of the parents or guardians is an internally displaced person (IDP);
  • a child under the age of six who lives with their parents or guardians in an area where preschool educational institutions are not operating due to war or an emergency situation. This must be confirmed by a decision of the military-civil administration or a local self-government authority.


If the applicant is an internally displaced person (IDP), or resides in an area where preschool educational institutions are not operating, they must meet al least one of the following criteria:

  • be employed under an employment agreement (contract) or in another form permitted by law;
  • be self-employed (as an individual entrepreneur);
  • be undergoing retraining or professional development;
  • be registered as unemployed for no longer than six months;
  • be participating in public works;
  • be involved in activities necessary to ensure the defence of Ukraine
